Specifications include, but are not limited to: • Program Management, Coordination and Reporting o Review previous MS4 Annual Reports and ADEQ Correspondence o Collect and compile data from all MS4 activities throughout the year. o Prepare the annual MS4 report in compliance with ADEQ requirements. o Ensure the report includes all necessary elements such as: Public education and outreach activities Public involvement and participation activities Illicit discharge detection and elimination efforts Construction site runoff control measures Post-construction stormwater management practices Pollution prevention and good housekeeping practices o Ensure the report is ready to submit to ADEQ and any other required regulatory agencies by the required deadline. • Identify Monitoring Locations and Weather Tracking o In keeping with Section 7.0 of the 2021 Small MS4 Permit, existing permittees were required to implement a monitoring program by the second year of the permit, September 30, 2023. As part of this task, the Consultant will review the current monitoring and recording of weather events. The Permit requires official monitoring locations to be determined to assess water quality entering protected waters from the Town. The current monitoring locations will need to be reviewed for their proximity to protected waters, accessibility, sampling ease, and drainage area characteristics.
