Arizona State University (ASU) is seeking a qualified service provider to transition its current externally managed network operations to ASU's internal workforce in a multiphase approach. In this endeavor, ASU requires a service provider capable of gradually scaling down services as ASU’s internal team becomes more proficient and capable of managing network operations independently. The primary objective of this RFP is to identify a service provider that can ensure a seamless, efficient, and minimal risk transition while maintaining high service levels throughout the process. The selected service provider will initially deliver a full suite of network and network security managed services, including monitoring, maintenance, security, performance optimization, configuration management, technical support, and compliance reporting. A phased transition plan must be developed and executed to transfer network management responsibilities to ASU’s internal workforce, providing detailed timelines, milestones, and success metrics for each phase of the transition. In addition, the service provider must offer extensive training programs and resources to equip ASU’s internal team with the necessary skills and knowledge, ensuring continuous support during the transition period. The ability to scale services down in alignment with the increasing capabilities of ASU’s internal team is essential, as is maintaining flexibility to adapt to any changes in the transition plan. Risk management and mitigation strategies must be identified and proposed to address potential risks associated with the transition, ensuring minimal disruption to network operations and maintaining high service levels throughout the process. Clear service level agreements (SLAs) are required to guarantee consistent performance and reliability, along with monitoring and reporting on service performance to ensure transparency and accountability.
