Specifications include, but are not limited to: The City of Tolleson seeks highly qualified firms, or teams, with extensive experience to conduct a comprehensive Utilities Rate Study for Water, Wastewater, Stormwater, and Sanitation. Additionally, on an as-needed basis, the City may request the selected firm to provide Related Consultation Services, including, but not limited to City ordinances relating to rates/fees, contracted rates/fees for users of the wastewater treatment plant that may or may not be geographically located within City limits, quantitative and qualitative value of City’s water resources (such as allotments, groundwater storage, and effluent from WWTP), and any other rate/fee related research and recommendations as requested by the City.
