Specifications include, but are not limited to: he selected consultant will evaluate current resources and tools utilized by the County and provide new or enhanced products, develop an audit plan that ensures compliance with federal subrecipient monitoring requirements and effectively monitors the impact of local funds, and provide impactful training to ensure success of the plan and resources developed. Currently, subrecipient monitoring is being performed on an annual basis with on-site monitoring or desk monitoring occurring depending upon the risk level. Correspondence (such as monitoring notices, results, etc.) will be crafted by the awarded consultant and provided to the agencies by the County. Any coordination or reliance on the work of other auditors, such as internal auditors or external auditors of the agencies, will not be part of this RFP; the monitoring will be scheduled based on the agencies’ performance period and the work of external stakeholders (i.e., audit firms, etc.) will not be considered. The most recent documents at the time of the monitoring will be assessed, meaning the monitoring of the agency does not need to be delayed until their Single Audit or other financial statements are published. Designated County representatives will be assigned as needed to awarded consultant.
