Specifications include, but are not limited to: 1. Drug and alcohol review for all designated 5311 subrecipients via the following. a. Coordination with FTA and NDDOT. b. Conducting on site visits, mock audits and drug and alcohol program reviews – up to twenty-two (22) designated 5311 subrecipients (subject to changes based on need). c. The Specialist will perform site visits of every 5311 subrecipients on a three (3) year rotation or more frequent based on need. d. Specialist will be available through mutual agreement to provide assistance to any subrecipients that may need additional technical assistance as determined by NDDOT. 2. Conduct follow-up reviews to ensure recommendations made to correct policies are done appropriately and are effective. 3. Conduct follow-up through BlackCat Oversight, by phone, email/or reports to ensure all findings from the ongoing site visits are corrected by each of the designated 5311 subrecipients. The NDDOT will provide access to the BlackCat system. 4. Assist and coordinate the efforts made by NDDOT and all designated 5311 subrecipients to respond to drug and alcohol program compliance issues that resulted in findings by the FTA Audit Team documented during the drug and alcohol state reviews. 5. Conduct audits of Consortiums and Third-Party Administrators (C/TPA).
