Specifications include, but are not limited to: 1. The Consultant shall determine the Facility Condition Index (FCI) of each facility. 2. Perform a 10-year forward-looking condition assessment of each site, including a complete building overview and an assessment of individual components. 3. Develop a preventive maintenance schedule for each location, including items that should be addressed, frequency of maintenance, and basic cost and labor summaries for each task. 4. Recommend appropriate cost-effective repair and/or replacement options to correct any defective conditions and address areas for improvements identified during the course of the study. 5. Develop a prioritized list of maintenance needs at each site. 6. Determine and document the overall and remaining lifespans of existing building components including HVAC, Plumbing, Mechanical, Roof, siding, etc. The documentation should contain anticipated replacement budget numbers and schedule. 7. Perform an energy consumption analysis and make recommendations on energy efficiency improvements. 8. Perform a water consumption analysis and perform a feasibility study and analysis of rainwater harvesting as a form of irrigation for each site. 9. Perform a security element analysis and make recommendations on security improvements. Security analysis should include door access and any anti-terrorism force protection (ATFP) measures in place. 10. Perform an analysis of surge protection for the building, noting any existing SPD or TVSS components in place. 11. Perform a metering analysis to determine if each building is metered separately.
