Intense rainfall and inadequate drainage infrastructure have caused repeated nuisance flooding for residents and patrons of the City. In particular, the intersection of 2nd Street West and West Arctic Avenue is subject to ponding and poor drainage after rain events. This intersection is lower that the surrounding area making drainage difficult. Although elevations are a primary driver for flooding, this area also has little-to-no drainage infrastructure and cannot adequately drain after storm events. The intent of the 2nd and Artic shoulder improvements project is to design and install new drainage infrastructure around the intersection and re-grade the road such that runoff can be diverted to new and existing drainage inlets. Ultimately, the proposed phased project will provide a much-needed stormwater outlet and flood relief.
