Specifications include, but are not limited to: A. Design phase services by the CMAR include, but may not be limited to: ▪ Work with the Engineer and City through the design phase. ▪ Participate in regular scheduled project coordination meetings. ▪ Perform exploratory excavations in the areas identified by the Engineer and/or CMAR, as needed. ▪ Provide detailed independent cost estimating that reflects knowledge of marketplace conditions, including consideration for a bypass, WAWRF operational impacts, and traffic control. ▪ Provide project planning and scheduling for construction and make scheduling recommendations through the design phase. ▪ Provide value engineering and constructability studies at each stage of design. ▪ Advise the City of ways to gain efficiencies in project delivery to reduce project costs and/or overall schedule time. ▪ Provide long-lead procurement studies and possibly initiate procurement of long-lead items. ▪ Assist in the permitting process. ▪ Protect the City’s sensitivity to quality, safety, and environmental factors. ▪ Advise City regarding use of green building methods and materials, if applicable. ▪ Provide a sub-contractor selection plan that describes how sub-contractors are selected, qualifications alone or a combination of qualifications and price. ▪ Concur with Plans and Specifications prior to construction. ▪ Submit a Guaranteed Maximum Price (GMP) for City review and negotiation. ▪ Bid, award, and manage all construction related contracts and subcontracts while meeting the City’s bid requirements. ▪ Provide the required bonds and insurance. B. Construction phase services by the CMAR include, but may not be limited to: ▪ Serve as the general contractor during construction. ▪ Construct the project per the engineered plans and specifications. ▪ Coordinate with various City of Glendale departments and other agencies, including the Maricopa County, Department of Environmental Services, Flood Control District of Maricopa County (FCDMC), Arizona Department of Environmental Quality (ADEQ), utility companies and other entities as necessary. ▪ Arrange for procurement of materials and equipment as required. ▪ Schedule and manage site operations. ▪ Manage all construction related contracts and subcontracts. ▪ Provide quality controls and associated testing, including, material and compaction testing, and other tests as required by the construction documents. ▪ Bond and insure the construction. ▪ Comply with all federal, state, and local permitting requirements (i.e., NPDES, etc.). ▪ Manage project warranties. ▪ Maintain a safe work site for all project participants.
