Specifications include, but are not limited to: The County Commissioners of Carroll County (Owner) are inviting qualified General Contractors to provide a Statement of Qualifications (SOQ) for the selective demolition and partial renovation of an existing building located at 115 Stoner Avenue in Westminster, Maryland. The partial renovation is being undertaken to provide a new location for the Carroll County Family Shelter. This contract is federally funded, and the performance of all contractors or subcontractors under this award must comply with federal as well as state regulations. The project funding includes Federal Community Development Block Grant, State and Local Fiscal Recovery, and Energy Efficiency Block Grant funds and is subject to federal labor standards which includes Davis-Bacon wages, Build American Buy America (BABA) requirements, and Section 3 requirement
