Specifications include, but are not limited to: The overall project to extend the Intermediate Hydraulic Barrier (IHB) Liner System at Roseburg Landfill will be performed in two Phases. Phase 1 is the subject of this RFB. Phase 2 will be contracted for separately following the completion of Phase 1. The Phase 1 work (the Project) includes, but is not limited to, the following: Identifying and excavating approximately 80,000 cubic yards of soil suitable for engineered fill from a borrow area located to the west of the landfill. The borrow area includes approximately 200,000 cubic yards of soil excavated during the development of Roseburg Landfill. Limited test pits in the area identified soil suitable for compacted fill without encountering oversize material. However, verbal communications indicate oversize materials – relative to the gradation requirements for the engineered fill in the Construction Drawings – may be present within the borrow area. Hauling soil that is suitable for engineered fill to the project area. Prepare the project area for the placement of borrow soil by removing existing surficial materials including asphalt, Placing and spreading the borrow soil in designated lift thicknesses and removing any oversize material, as outlined in the Construction Drawings, from the soil. Moisture conditioning and compacting the soil lifts to achieve the required compaction criteria in the Construction Drawings. Finish grading and rolling the surface of the completed engineered fill to the dimensions and maximum slopes in the Construction Drawings. Cooperating with third-party testing and inspection entities retained by Douglas County. Potholing at approximately 100 foot intervals along the south edge of the existing liner system to determine the alignment and elevation of the existing geomembrane liner to confirm design information for the Phase 2 work. Potholing to be accomplished by hand digging an approximate 2’x2’ square to expose existing liner. Providing the services of an Oregon-licensed Professional Land Surveyor to layout the work, document as-built conditions, and measure construction quantities for payment.
