Specifications include, but are not limited to: The Bidder shall provide all necessary labor, materials, equipment, personal protective equipment, personnel, and supervision to satisfactorily perform gate closure of the gate located at various State Parks in the West Hawaii district. The following are the principal items of work to be performed: Gate closures shall be done at the following parks; Kekaha Kai State Park, which includes the Mahaiula and Manini owali (Kua Bay) sections; Hapuna Beach State Recreation Area which includes the Hapuna Beach and Waialea sections, Lapakahi State Historical Park. Possible gate locking of the Kekaha Kai comfort stations may be included in this contract. The service shall be provided seven days a week including holidays. Prior to the locking of the gates, a patrol of the park shall be conducted and any remaining park users shall be notified that the park is closing and the gates are being locked. An actual walk through the park area to notify visitors prior to locking the gate is mandatory. Park users must leave the park to avoid being locked in. Ample time should be given to allow patrons of the parks to leave. The times of the park gate closures are subject to change. Notification of such changes shall be communicated by David Arnado, Hawaii Parks District Superintendent, or designee. The times of the gate closures for each park are as follows: Kekaha Kai State Park-Mahaiula Section shall be locked at 7:00 p.m. The parking lot area of Mahaiula shall be cleared by 6:30 p.m. There is a chained gate near the parking lot which shall also be locked. Kekaha Kai State Park-Manini owali Section shall be locked at 7:00 p.m. There are two gates at this park. Hapuna Beach State Recreation Area-Hapuna Beach shall be locked at 8:00 p.m. Hapuna Beach State Recreation Area-Waialea Section shall be locked at 8:00 p.m. Lapakahi State Historical Park. The gate shall be locked at 4:00 p.m. There are two gates at the Kekaha Kai State Park Section, Manini owali. All gates must be locked, plus the chain gate listed above (E-a-ii). Lapakahi State Historical Park currently has two gates, but only the inner gate shall be locked. The outer gate is to be closed but not locked.
