Specifications include, but are not limited to: The LEL is expected to provide expertise and guidance for traffic enforcement in areas such as occupant protection, child passenger safety seat enforcement, impaired driving deterrence, distracted driving, enforcing underage drinking laws and to support implementation of traffic safety enforcement programs as implemented by KDOT. 4.1.1. The LEL shall act as an advocate of safety belt usage and enforcement and represent 4.1.2. The LEL will help to recruit law enforcement partners for BSS projects, such as the Special Traffic Enforcement Program (STEP), Impaired Driving Deterrence Program (IDDP), Night-Time Seatbelt Enforcement Program (NSEP), Seatbelts Are For Everyone (SAFE) and Enforcing Underage Drinking Laws (EUDL). 4.1.3. The LEL will work closely with contracted and non-contracted partners to promote traffic safety issues and to make them aware of training and educational opportunities that are available through KDOT supported programs. These would include (but are not limited to) Traffic Occupant Protection Strategies (TOPS), Crash Reconstruction, Drug Recognition Expert (DRE), Advanced Roadside Impairment Driving Enforcement (ARIDE) and Occupant Protection Instructor/Technician training. 4.1.4. The LEL will become familiar with BSS contractors and will help promote current and future programs including the Kansas Traffic Safety Resource Office (KTSRO), Kansas Traffic Safety Resource Prosecutor (KTSRP), SAFE, STEP, and IDDP.
