Specifications include, but are not limited to: • 222-site Summer Seat Belt Survey: • The Contractor will conduct an annual Summer Direct Observation Seat Belt Survey. Data collection will begin in June, following the May Click-it-or-Ticket mobilization. • The survey will be conducted at 222 predetermined sites, located in 16 predetermined counties on three different road types during daylight hours, and all days of the week. • The Contractor will be responsible for submitting an electronic copy of the estimate and error rate, method of analysis, raw data file, the “Results by site” datafile, and a supplemental report to the BSS Manager, annually by August 30th . • The summer survey must meet National Highway Traffic Safety Administration (NHTSA) requirements, both in administration and reporting. • A new sample that meets NHTSA requirements will be selected by the Contractor in FFY 2026 and implemented in the FFY 2027 survey. • Child Passenger Seat Belt Survey: • The Contractor will conduct an annual statewide child-centered, direct observation seat belt survey. Data collection will begin in February (as weather permits) and conclude by the end of the school year, usually about May 1st . • In the Spring of 2025, data will be collected in 16 pre-determined counties, at approximately 320 sites. • A sample of sites for the 2025 survey has been selected at locations where children are likely to be, including near childcare/daycare locations, grocery/discount stores, public and private elementary, middle (or junior high) school, and high school neighborhoods. • The survey will need to develop a new set of observation sites that will align with the criteria established in 2027. • Data analysis for the child survey will include data from the two most recent years’ data collection to produce the estimate in FFY 2027 and 2028. • The Contractor will be required to submit the state-wide estimate, weighted results by county, and supplemental analysis of the survey to KDOT annually by July 1st...
