Specifications include, but are not limited to: Laboratory Requirements: • Accreditation under ISO/IEC 17025:2017 by an accrediting body that is a signatory to the ILAC Mutual Recognition Arrangement with a scope of accreditation that covers the services being subcontracted • Ability to provide services in a timely manner • Ability to provide cost-effective services • Ability to provide adequate documentation to support accreditation, quality assurance, traceability, purity, or concentration; ability to provide clear, accurate and concise reports documenting all technical work • Ability to demonstrate use of validated methods • Disclosure of the acceptance criteria used in the analyses provided • Disclosure of anticipated turnaround times for case analysis • All personnel of the laboratory, either internal or external, that could influence the laboratory activities shall act impartially, be competent and work in accordance with the laboratory’s management system • All laboratory personnel will be required to demonstrate their qualifications, proficiency, and competence to ensure that they adhere to the established quality standards of the Laboratory • Ability to consistently supply goods and/or services that meet Crime Laboratory Division quality assurance standards; and/or Ability to ensure that goods and/or services provided will not negatively impact the quality of forensic analyses • Provide courtroom testimony on sample analysis and results of sample analysis if the need arises Analysis Requirements: • Analysis of Postmortem Blood (Quantitative Analysis) and Urine (Qualitative Analysis) samples for the presence of drugs. Note: Analysis of the specimens for Alcohol-Volatiles will not be needed. • Provide a testing scope similar to our current drug analysis testing scope. Not all drugs on the list need to be included in the testing scope provided.
