Advise the Companies on RFP design prior to the Companies filing drafts with the Commission; Advise the Companies on the evaluation methodology, including implementation of RFP modifications identified from experience with past RFPs and through the Energy Equity and Justice Docket[footnoteRef:6]; [6: See: Decision and Order No. 38759 Opening the Docket as well as the series of online community meetings held by the PUC focused on integrating equity into the IGP RFP process. https://puc.hawaii.gov/energy/equity/#keyOrders] Review procedures, codes of conduct, and utility procurement websites; Monitor and review utility plans for personnel participation regarding a self-build bid and/or utility contingency plan; Monitor technical conferences and community meetings; Review comments submitted by interested parties on draft RFPs; Advise the Companies on the final versions of RFPs; Deliver a report to the Commission with comments and recommendations concerning the design of the RFP and the Companies’ participation in potentially submitting a self-build bid. RFP Issuance and Pre-qualification Monitor marketing and promotion efforts for the RFP by the Companies; and Monitor communications between the Companies and bidders, including utility self-build teams and utility affiliates.
