The Howard County Housing Commission (the “Commission”) seeks proposals from qualified, licensed, and insured General Contractors. The selected firm (the “Contractor”) will be engaged for the construction component of a to-bedetermined modest, tenant-in-place renovation program associated with an upcoming recapitalization of the 15-year-old apartment complex listed below (the “Project”): Ellicott Gardens 5505 Waterloo Road Ellicott City, MD 21043 www.ellicottgardens.com Built in 2009, Ellicott Gardens is a 106-unit residential development consisting of one four-story elevator-served podium-style building that is situated on 3.38 acres of property. It is approximately 97% occupied and community amenities include garage parking, community room, fitness room, laundry facilities, and an outdoor tot lot. The recapitalization is expected to use four percent low income housing tax credits and housing bonds issued by the Maryland Community Development Administration (CDA), with enhancement by a to-be-determined entity. Experience with construction requirements of CDA, FHA, Fannie Mae, and Freddie Mac is desirable. It is possible that other financing will be used instead of CDA financing. The financing decision will be made at a later date.
