Specifications include, but are not limited to: In August of 2023, through the leadership of Governor Kotek, the Oregon Legislature established early literacy as a top priority by creating the Early Literacy Success Initiative, or HB 3198. The initiative established four grant programs, three of which are under ODE’s purview: the Early Literacy Success School District Grants, Community Grants, and Tribal Grants. This RFI pertains to the Early Literacy Success School District Grants.
