Specifications include, but are not limited to: Support local homeless housing plan processes that closely align with COMMERCE's local plan guidance and the 2024-29 State Homeless Housing Strategic Plan. Provide excellent customer service to local government representatives to ensure timely completion of local homeless housing planning processes. Facilitate impactful connections and information-sharing between local government representatives, their consultants (as applicable), and COMMERCE. In addition, proposals should identify how the respondent would accomplish the following scope of work: Design and propagate a data analysis tool using the SFY 24 Homelessness Expenditures report ("Golden Report", see Exhibit H) that can be used by local jurisdictions to summarize current investments in their local plans. Provide training and technical assistance for the use of the above data analysis tool, and the Housing All Planning Tool ("HAPT", see Exhibit I) during the development and completion of local plans. In partnership with COMMERCE, serve as the lead in assisting local jurisdictions in interpreting the State Plan and COMMERCE's guidance by providing technical assistance on how to: Use the State Plan objectives to develop local homeless plan actions, strategies or activities. Develop local homeless crisis response performance measures informed by Commerce dashboards (see Exhibit J), contract performance metrics (see Exhibit K), and other measures published at the federal, state, and local level. Design, and implement effective stakeholder engagement and collaboration activities in order to identify local homeless crisis response priorities. Identify next steps to implement the final local plan. Facilitate a series of peer learning calls where representatives of local jurisdictions can share insights and questions about the local plan development process, ask questions of the consultant, and brainstorm strategies for plan development and implementation. On behalf of local jurisdictions, prepare cross-walks or mapping documents for incorporation into the final local plan that illustrate alignment of objectives/activities between the local plan and the State plan. Review draft local plans prior to adoption, and provide guidance to ensure alignment with the state plan and COMMERCE guidance. Create a tool to test consistency between local plan guidance and the submitted local plans for use by COMMERCE staff. Prepare a final report for COMMERCE based on feedback from local jurisdictions highlighting: Needed technical assistance to local governments for implementing and maintaining local plans for the time period 2025-2030; Strengths and weaknesses of the local plan development process as well as opportunities for improvement including proposed legislative changes to state statute(s) or regulation(s); and Current needs and considerations for future planning.
