Specifications include, but are not limited to: It is important for the consultant to be an advocate for the residents whom they are providing relocation services, approach their relocation with respect, and prioritize resident communication. Thirty-two of the households have been in their homes for 10 years or more, 11 households have a disabled family member, and 32 households are extremely low income. We have to follow HUD guidelines for Section 18 and relocation. In addition, the community at large, including the Housing Authority Board of Directors and local government jurisdictions within Washington county, expect these relocations to be a success story for the tenants. 1. Project Management A. Participate in HAWC/Consultant meetings. Consultant supports a process of cross collaboration and open communication with HAWC staff. B. Participate in project team meetings. Consultant utilizes long term experience of HAWC staff and the relationships built over time with residents. Issues and concerns are discussed with HAWC staff to provide reasonable yet accommodating solutions for residents. C. Coordinate and facilitate resident meetings, a minimum of two per month at the start and more or less (as needed) when moving dates are scheduled. D. Manage resident communications. E. Coordinate community resources/service providers as directed by HAWC . F. Other duties as assigned by HAWC. G. Proposed and suggest additions/alternatives that may be needed for this project. 2. Resident Assessments/Case Management A. Conduct individual household assessments. B. Determine resident needs, barriers, and benefits for residents; use this information to provide an appropriate relocation plan based on Section 18 of the United States Housing Act of 1937. C. Discuss relocation benefits and rights as assigned by HUD’s Section 18 relocation guidelines including tenant protection vouchers; explain these benefits and options to residents. D. Coordinate and educate residents on all relocation activities, benefits eligibility and relocation guidelines. 3. Relocation Plan Development The relocation plan must include, but is not limited to, preparing: A. Relocation Roll-Out Schedule: The number of households relocated on a monthly basis. These numbers may be used by the County to issue an RFP for a brokerage firm to oversee selling the disposition properties.
