Specifications include, but are not limited to: The purpose of this Request for Proposals (RFP) is to solicit proposals for biosolids beneficial reuse services (land application services) for the City’s DEQ-approved dryland pasture (range ground) land application sites at Madison Ranches and dryland wheat sites near Echo, OR. This is a seasonal project. Typically, the City utilizes Madison Ranches and its Echo program from roughly September – April of every year (approximately eight months - weather permitting). The City has alternate sites located in Sherman County that receive biosolids from roughly May through August of every year under a separate contract. These time periods may vary over the course of this contract. The City’s current contract for land application of biosolids at Madison Ranches and in Echo expires in December 2024. The City is seeking another contract to continue these services in this RFP process.
