Specifications include, but are not limited to: 1. The Consultant shall demonstrate the ability to produce studies, reports, or other required documents in a timely manner. 2. The Consultant shall coordinate with the City’s Department of Planning and Community Development and Department of Public Works to collect data, background information on the proposed development, proposed public improvements, background information on other development activities that affect traffic patterns, and other information as needed. 3. The Consultant shall prepare traffic impact studies that include the following information, at a minimum: a) Background, Existing, and Future traffic conditions. b) Analysis of Key Intersections under each of these conditions. c) Utilize this formula: Total Future Traffic = Existing conditions + Background conditions + projects that are in the pipeline/development traffic + Future conditions. d) Intersection analysis methodologies are Critical Lane Volume (CLV) methodology, the Highway Capacity Manual Software (HCS), and Synchro/Sim Traffic software. e) The proposed site development will generate peak hour trips utilizing land use data contained in the Institute of Transportation Engineers, Trip Generation Manual 11th Edition. f) Site visits and observations - A site visit will be conducted documenting existing conditions, the location of any intersection, crossroads, public or government facilities, speed limits, and provide general observations regarding pedestrian and bicycle activity, etc. g) Maps will be prepared to display traffic count data collected, location, and other pertinent information relating to the proposed development plans. h) Provide findings, conclusions, and recommendations based on the information derived from the data collected. 4. The Consultant will be required to attend the Planning Commission and City Council meetings to present the traffic impact studies and related documentation.
