Specifications include, but are not limited to: Task 1: Evaluation of Effect on State Implementation Plan This task analyzes issues related to Utah’s State Implementation Plan (SIP) that may arise out of an alternative air permit being issued. Identification: Identify the issues likely to arise within the SIP if an alternative air permit is approved. Analysis: Provide legal and economic analysis of the situation using inputs from the Utah Division of Air Quality and the contractor’s independent modeling. Alternatives: Evaluate practical options to preserve electricity generating capacity in a way that is sufficient to support economic growth in the state while ensuring that the plan meets federal air quality standards. Any revisions to the SIP should maximize the state’s flexibility while the alternative permit is utilized. Task 2: Alternative Air Permit Application This task involves assisting the authority in completing the requirements of an alternative air permit. While the authority will submit the application, the contractor will assist in all aspects of the modeling, assessment, and preparation of the application. This will allow the Division of Air Quality to evaluate the feasibility of an alternative air permit. Modeling: Conducting emissions modeling, air quality impact assessments, and gathering any other information necessary for inclusion in a complete alternative air permit application. Application: Preparing the full application with all necessary information included, as would be required for an application submitted by the owner of the electrical generation facility.
