The STATE is soliciting proposals for a vendor to conduct an innovative redesign of North Dakota’s property and casualty insurance laws and regulations. The work involved in this solicitation shall include, but not be limited to an exhaustive review of existing property and casualty laws, regulations, and policies; ensuring North Dakota’s insurance regulations align with the National Association of Insurance Commissioner’s accreditation standards; creating visionary strategic documents that will guide future direction of property and casualty insurance law, regulation, and policy in North Dakota; creating a comparative analysis of other states’ regulatory frameworks; and developing legislation, regulation, or policy to be issued by the Department. At all times the vendor shall work closely with the STATE’s staff and other vendors, including STATE’s contracted program manager, JW Hammer LLC. To be considered for contract award, it is highly recommended that the Offeror meets the experience requirements. While meeting these requirements is not mandatory, proposals from Offerors with background experience in a majority of the areas listed by Purchasing Agency will be given preferential consideration.
