Provide both Department of Transportation (DOT) and non-DOT regulated drug and alcohol testing, products and services. The program serves MMCAP Infuse Members requiring drug and alcohol testing of existing and prospective employees, as well as potential testing associated with harm reduction efforts nationally. Proposals may include any combination of testing, products and services related to drug and alcohol testing and/or harm reduction. MMCAP Infuse will evaluate the responder’s capabilities in the technical proposal content. Responders must submit a proposal that services at minimum 10 states. Responders may subcontract to provide a more comprehensive offering of products and services, so long as those arrangements comply with the requirements of this RFP and resulting agreements. MMCAP Infuse (MMCAP Infuse) is a governmental cooperative serving thousands of state and local government facilities across the United States. MMCAP Infuse is operated by the State of Minnesota (State) Department of Administration’s Office of State Procurement (OSP) and is governed by Minnesota laws and procurement policies.
