Specifications include, but are not limited to: 16.1 The Up-fitter who works on a County vehicle must certify the work they did complies with FMVSS (Federal Motor Vehicle Safety Standards). The manufacturer or Up-fitter completing the vehicle to a point where it can be licensed is considered the final manufacturer. A company that alters a previously certified County vehicle is required to certify that the vehicle has been altered and still complies with all requirements. 16.2 Compatibility: New equipment shall be compatible with existing equipment on said vehicles to allow swapping, re-use, and reinstallation of parts on other County vehicles when needed. Minimizing variation in equipment is necessary not only to reduce parts inventory but is essential to the personnel already familiar with operating said equipment in emergency situations. Any equipment used, that is not listed on the equipment list or listed as an exception must be approved by the eCounty in writing on a change order prior to installation. 16.3 Exposed Hardware: All mounting hardware and fasteners protruding into the interior vehicle and truck space must be capped, covered or finished off to prevent any direct contact with the operator or passengers. No dangerous, hazardous or uncomfortable sharp edges, exposed screw ends, cut metal or rough surfaces may be left unfinished in the vehicle's interior. 16.4 Wiring: All wiring must be part of a wiring harness designed for the equipment installed and be the same on each vehicle. All wire must be in covered and mounted rubber grommets whenever the wire is inserted through a metal structure and sealed against weather intrusion. Wiring must be positioned above the lowest vehicle frame cross member height to protect electrical system from ground obstacles. All wiring and components such as transformers, amplifiers, terminals, junction blocks, connectors and all electrical parts and lighting must meet or exceed DOT/ICC standards. 16.4.1 All connectors shall be crimped and/or soldered and covered with heat shrink over the connections. No electrical tape will be used for any connection. All wire gauge must be a minimum of the manufacturer recommended requirements. At no time shall a smaller gauge be used. 16.4.2 All power shall be obtained from a fuse block or battery (that meets limits for amp draw) or a separate power lead shall be used to the component. At no time shall any power lead be spliced to provide power for another source. 16.4.3 All wire harness shall be protected in a minimum of split loom. Any time a cable harness runs through a metal structure the metal structure shall have a properly sized rubber grommet installed and weather protected. 16.4.4 All wire is to be color coded, with no repeats, in the color on the same gauge of wire. All wiring of the same color must be differentiated by a continuous trace of a different color. All wire shall be clearly labeled at a minimum of every 12 inches as to identify purpose of said wire. Wire shall be of SXL (Crossed Linked Polyolefin Insulated) XLP type and meet the following specifications: 16.4.4.1 Ford (MlL-85A) or equal and Chrysler (MS-5919) or equal wire specifications. 16.4.4.2 Heat resistance rates according to SAE-J-1128. 16.4.4.3 Abrasion Resistance rating to meet or exceed MIL T-5438.
