Specifications include, but are not limited to: The purpose of this Request for Proposal (RFP) is to solicit competitive bids from qualified research groups to examine the state of the volunteer fire service (specifically impacting rural communities) in the state of Kansas with the goal of describing best practices to recruit and retain volunteer firefighters. The selected vendor will be responsible for designing interview guides, carrying out focus groups and case studies, as well as a broad survey of volunteer firefighters and fire department leadership with the ultimate goal of producing a report for the Kansas legislature setting forth a roadmap with best practice suggestions for increasing volunteer firefighter engagement along with specific actions that state government could take to increase and sustain public safety volunteerism throughout the state of Kansas
