The study shall include, but not be limited to: A) A review of the organization’s current compensation plan(s) to include: 1. Review each position and pay grade to quantitatively evaluate and determine market competitiveness, using a methodology that will construct a relative ranking of each position. This review shall produce a compensation plan which includes classification, structure, and compensation. The plan should be internally equitable and competitive in external markets both public and private by utilizing both public and private sector data. 2. Review existing pay plans with approximately 225 total employees: Administrative/Executive (non-Civil Service approximately 25 employees) Civil Service (approximately 200 employees). 3. Conduct a comprehensive salary survey to include all positions, collecting data from representative and competitive pay sources from appropriate labor markets. 4. Develop a compensation plan that has external competitiveness and internal equity with proper regard for consistent and fair treatment for all employees. 5. Complete a comprehensive compensation plan with recommendations that will meet all federal and state labor laws including the Fair Labor Standards Act, minimum wage provision, and other pertinent regulations such as American with Disabilities Act Amendments Act and the Affordable Care Act. 6. Develop an implementation plan that is fair, equitable, and within the financial resources of St. John the Batist Parish. 7. Provide written recommendations resulting from the comprehensive compensation study which include best practices and options as well as a detailed cost analysis for all recommendations. 8. Provide implementation assistance for the proposed compensation plan which includes implementation options and the fiscal impact of these options along with follow-up assistance. 9. Make presentation of findings and recommendations as appropriate to the comprehensive compensation study
