Specifications include, but are not limited to: The City has several goals and requirements that are part of this RFP and any agreement between the successful independent contractor and the City, including: 1. Accept and completely decompose yard debris generated by residents and municipal operations within the City. 2. Provide the service to the City in a cost-effective and efficient manner. 3. Maximize the value of the recovered organic materials in the waste stream. 4. Ensure the highest operating quality, low-odor, and responsiveness to marketplace conditions for the production of compost. 5. Enable the Compost Site to be utilized to its fullest capacity by processing and providing beneficial reuse of incoming quantities of organic materials.
