Specifications include, but are not limited to: With Utah's population experiencing rapid growth, the inevitable increase in its incarcerated population must be addressed. The goal of this statewide master plan is to evaluate the current space utilization of all state correctional facility inventory and develop a comprehensive fifteen-year master plan to accommodate the anticipated space expansion due to inmate population growth. This statewide master plan will also need to identify existing facilities in need of improvements. Key factors such as inmate population growth, demographic trends that influence crime rates, facility security requirements, programmatic facility needs, and national trends for best practices in space utilization for the current and future of correctional facilities will inform this assessment. The UDC statewide master plan study will guide decisions on future facility expansion, meeting UDC’s space requirements, and justifying state-funded correctional space requests.
