1. Project Planning, Fundraising, Financing, Budgeting, Coordination, and Management a. Project Planning. Identify opportunities for nature-based resiliency, flood risk reduction, stormwater management, water quality, ecological restoration, community capacity building and programming, and environmental justice in College Park (collectively the Upper Paint Branch Resilience Project or UPBRP). Coordinate with City staff, state and local agencies, community leaders, and other stakeholders (collectively, UPBRP Stakeholders) to advance the planning of these projects. b. Budgeting. Develop, revise, and regularly update budgets for the implementation of the UPBRP. c. Fundraising. Assist the City in seeking and securing funding for current and future nature-based resiliency, flood risk reduction, stormwater management, water quality, ecological restoration, community capacity building and programming, and environmental justice projects. Once funding is secured, oversee grant administration and compliance. d. Coordination of Team Members. Convene UPBRP team members for regular meetings. Facilitate meetings and discussions to develop the mission, vision, goals, and future activities of the UPBRP. Develop written materials to assist UPBRP team members in articulating and implementing a shared vision for resiliency. Meet regularly with UPBRP team members to review progress on their projects. e. Administer Pass-Through Funding. Manage sub-awards to other UPBRP partners and subcontractors, serving as the sub-grant administrator. Ensure compliance with grant requirements, laws, and regulations. Meet regularly with UPBRP team members to review their progress. f. Financial Capacity. Ability to complete projects under pay for performance or pay for success models demonstrating the financial capacity to finance or carry project related expenses until project-based outcomes are achieved. 2. Project & Program Implementation a. Implement funded Nature-Based Solutions (NBS) and Infrastructure Projects. Plan, budget, fundraise, design, permit, construct, and monitor/maintain nature-based resiliency projects in the City, funded as part of the UPBRP. Implementation may include some or all of the following tasks: i. Design. Design and engineer practical, effective, and attractive UPBRP elements that are regulatorily compliant and capable of being constructed within budget and on schedule. Coordinate with UPBRP Stakeholders to ensure that designs respond to community preferences and local planning documents such as the City of College Park “City Operations Sustainability Plan” and the US Army Corps of Engineers “Anacostia Watershed Restoration Assessment.” ii. Permitting. Apply for and secure all necessary local, state and federal permits required to construct the UPBRP. iii. Construction. Construct the project(s) to achieve the design intent and targeted outcome(s). Adaptively manage construction responding to prevailing field conditions and unforeseen conditions while adhering to permit special conditions and requirements. Manage the safe, efficient, and effective installation of the UPBRP, coordinating closely with adjacent property owners and communities to reduce conflicts and discomforts. Provide sufficient insurance to mitigate construction-related risks. iv. Maintenance and Monitoring. Conduct at least 5 years (or such other period as is required by permit) of post-construction Maintenance and Monitoring of the UPBRP. Assist the City in establishing a long-term management (LTM) plan to ensure continued operation throughout the project’s useful life.
