MMCAP Infuse Members may conduct drug and alcohol testing both on employees and nonemployees based on agency requirements, as well as state and local law. Positions requiring testing may include: • Security sensitive positions in law enforcement (corrections, courts, probations and parole programs, police, deputy and state patrol departments); • Safety-sensitive positions (public works, air and maritime servants, among others); • Any other positions or programs requiring testing, including but not limited to employee testing, public assistance programs (Children and Family Services among others), Veterans Affairs (VA) homes, and Racing Commissions among others, as established by the State of Minnesota’s Drug and Alcohol Testing Plan, and subsequently, any other requirements by agencies participating from the resulting cooperative Contract(s). If providing testing services, Vendors must operate as the service agent or Third-Party Administrator (TPA) to provide the following, in accordance with Member and/or Federal requirements: • Pre-employment/pre-placement testing; • Random testing (conducted in accordance with Member requirements using a scientifically valid method to determine the randomly selected employees); • Post-accident testing; • Reasonable suspicion testing; • Return-to-duty testing; • Follow-up testing; • Confirmation testing; and • Other related services as proposed.
