Phase I: Needs Assessment/Information Gathering: • Discuss with key officials to: o Develop a description of the ideal candidate o Learn the issues the next City Manager will face. o Gather materials for our information and to send to potential candidates, o Understand what compensation package the City is prepared to offer, and o Discuss the City Council’s preferred agenda for the finalist’s interview process (likely a twoday process, utilizing some community groups during interviews) o Refine job description in preparation for recruitment • Develop materials to be used to recruit candidates. Phase II: Candidate Recruitment: • Actively search for, identify, and recruit outstanding candidates best suited for the position. • Distribute the recruiting materials to appropriate publications and websites. • E-mail the advertisement to our database of local government professionals. Phase III: Candidate Review and Selection of Finalists • Review applications and identify the top 10-15 most qualified semi-finalists. • Interview the top 10-15 and further reduce the field based on those interviews. • Conduct thorough reference and background investigations on the selected semi-finalists. o Note: All background and references checks are to be conducted prior to presenting any recommended candidates. • Provide the results of our background work electronically. • Recommend 6-10 outstanding candidates as semi-finalists for the City to consider interviewing. • Work with the City to select finalists. Phase IV: Interviews and Selection: • Coordinate the interview process and attend the actual interviews. Finalists interviews will likely be a two-day event and involve a public reception and community group interviews. • Once the interviews are completed, provide any additional information the City may wish. • Coordinate the selection of the next City Manager. Phase V: Contract Negotiation • Assist in the negotiation of the employment agreement with the selected candidate.
