On June 30, 2024, the Governor signed the FY25 One-Time Supplemental Appropriations Act, which appropriated funds to provide one-time funded projects through the Office of Management and Budget. The Delaware Department of Education (DDOE) was appropriated $250,000 for a School Cell Phone Pilot Program and the funds must be used to establish a voluntary school cell phone pouch pilot program for local education agencies (LEA) serving students in grades 6-12. The intent of the pilot is to provide solutions that reduce cell phone distractions during learning hours. All Delaware LEAs serving students in grades 6-12 are eligible to apply. LEAs must submit an application on behalf of any of its schools. A separate application is required for each school. These funds will be awarded to 5 to 8 schools with a minimum of a school in each county. These one-time awards will be directed to the LEA for appropriate disbursement to selected schools. Funding will be awarded through a competitive grant process. DDOE will use a scoring rubric to competitively award the subgrants that meet the criteria.
