Specifications include, but are not limited to: At a minimum, the scope of services will include potentially all of the aviation planning services described in Section 1.4.1 of FAA Advisory Circular 150/5100-14E Change 1, and any subsequently adopted version thereof. Additionally, a qualified person or entity should demonstrate the ability to: • To conduct FAR Part 150 Noise Compatibility Update studies. • To establish a master development plan for all areas within the jurisdiction of the Airport and for the area(s) within the Airport environs, providing an effective graphic and narrative representation of the overall program, with emphasis on conceptual land use development. Specifically included are Airport data collection, facility inventories, facility forecasts, aeronautical activity forecasts (to include passenger, cargo, and maintenance activities and associated maintenance), and capacity analyses. • To formulate a schedule of priorities and phasing for the various activities and improvements. • To present the pertinent backup information and data which were essential to the forecasts and development.
