The Transportation Solutions, Right of Way Section is responsible for the developing of Master Plan for the Testing, Sampling, and Abatement of asbestos containing material. The consultant will report to the Land Services Manager or the assigned designate in the Right of Way Section. All assignments will be from the Asbestos Project Manager(s) and will be on an “on-call” contract, meaning that the consultant could be asked to sample, test, and facilitate the abatement of numerous properties during the life of the agreement. The consultant must demonstrate full knowledge, experience, skills, and abilities in the following areas: • Contract & asset/worksite management • Contractor management • Applicable State and Federal Laws & Regulations • Asbestos sampling and remedial processes • Specification development and implementation • Solicitation and proper recommendation of qualified abatement contractors • Monitoring abatement and other remedial activities • Preparation of reports • Sampling & testing of lead paint • Sampling and testing for Toxicity Characteristic Leaching Procedure (TCLP) • Documentation and tracking of waste manifests
