Specifications include, but are not limited to: LAP Program Manager – Full Time - Oversees the entire process and reports to the GDOT LAP Coordinator. A. Certification and Re-Certification: 1. Track and communicate with LPAs on status of certification and LAP Applications. 2. Quarterly, at a minimum or as necessary, meet with the Local Administered Projects Certification Committee (LAPCC) and provide reports with updates. 3. Input/update data into database. 4. Implement automation to generate reports and prepare mail merge letters, etc. to LPA with Chief Engineer’s signature. 5. File hard copies and electronic copies of all documents: LAP Applications and all other correspondence related to the LAP Program. 6. Email blast to District personnel, LPAs and Consultants all pertinent information related to the LAP Program. 7. Send out LAPCC comments, deficiencies and amendments to LPAs on LAP applications. 8. Print Materials, where applicable. 9. Develop and document Standard Operating Procedures for the LAP Certification Process to maintain compliance (Handbook). 10. Maintain a listing of all LAP applicationsreceived/reviewed, audits, training classes, LAP certification approval/disapproval correspondence and individual contact information for future use. 11. Prepare and conduct technical training programs. 12. Assess training needs and certification requirements. 13. Deploy training to targeted personnel. 14.
