Specifications include, but are not limited to: Hydrocarbon Monitor (Monitor) to assist the Utah Division in its responsibility to monitor the hydrocarbon obligations of the Wexpro Agreement. The selected Offeror must become familiar with the Wexpro I and Wexpro II Agreements[footnoteRef:2] and perform agreed-upon procedures included in the Agreements, along with the specified work listed below. [2: See Attachment G for the Wexpro I Agreement and Attachment H for the Wexpro II Agreement]; The selected Offeror must be qualified and have the skills to evaluate and monitor the hydrocarbon production and development aspects of the Wexpro I and II Agreements. The monitoring is necessary to advise the Utah Division and the Wyoming Staff whether the terms of the Wexpro Agreements are being followed. The selected Offeror may demonstrate any of the above by providing recent evaluation reporting in related subject areas (within the last five (5) years). If possible, provide examples of previous experience in this type of environment. It is also important that the Offeror understands the mission of the Division of Public Utilities.
