The firm, or firms, will provide technical assistance, supporting Spokane County professional planning staff in the periodic update of the county Comprehensive Plan. Spokane County is seeking a new approach to land development that plans for and encourages the development of neighborhoods rather than subdivisions. The county plan will envision small village centers with mixed uses of jobs and living with limited services and amenities. This presumes a significant revision of current development codes, moving away from traditional zoning to performance-based development codes: Lead and manage an initiative in creating placemaking alternatives for a 2046 Spokane County Vision, including scenario development. Assist in coordinating visioning with the required elements of the Growth Management Act. Assist in evaluating and revising Spokane County development codes to implement the 2026 Plan. Assist in producing a digital-first 2026 Spokane County Comprehensive Plan. Spokane County expects a major rework of the original 2001 Comprehensive Plan, which has a visionary twenty- to fifty-year horizon for a future Spokane-Kootenai County population of 2,000,000.
