Specifications include, but are not limited to: Furnish promotional testing, assessment, and consulting services related to the DFRS promotional process. 2.1 The Contractor shall provide promotional testing for the ranks of Fire Lieutenant, Fire Captain, Fire Battalion Chief, Heavy Vehicle Operator (HVO), and Emergency Vehicle Operator (EVO)/Pump Operator with the DFRS on an “as needed” basis throughout the contract term. The testing process shall satisfy the professional, legal, and administrative requirements with a design that ensures achievement of validity, utility, and minimum adverse legal impact in screening candidates for promotion. 2.2 Testing shall consist of a multiple-choice written exam and assessment scenarios pertaining to the testing position. There shall be no written exam when testing for the rank of Fire Battalion Chief. 2.3 The Contractor shall perform promotional testing services at the James Robey Public Safety Training Center, 2200 Scott Wheeler Drive, Marriottsville, Maryland 21104 or another suitable site selected by the County. 2.4 The Contractor shall provide adequate staffing as deemed necessary by the County. Adequate staff refers to enough staff to move candidates throughout the written test and assessment center activities without delay. For example, running multiple assessment rooms for individual candidates with one staff member provided per room.
