Under this RFP, the County will only consider proposals for services or programs that are related to Strategy Six of the HCF: Support innovative approaches to meet various Healthy Children’s Fund goals related to Early Learning and Care. Objectives for this strategy are: 1. Measurably increase the accessibility, affordability, quality, and professionalism of Early Learning and Care through innovative solutions for underserved populations, specifically including low-income and/or rural areas across Whatcom County that lack access to childcare. 2. Fund pilot programs and services that measurably increase the evidence-based outcomes and impact on outcomes for underserved populations, being low-income and/or rural areas with a lack of access across Whatcom County.
