Specifications include, but are not limited to: 1. Secure funding for specific projects identified by SCSU as State priorities. a. Complete appropriations related paperwork within the established deadlines set by legislative offices. b. Collaborate with University personnel to focus on priorities in the University’s emphasis areas consistent with funding initiatives. c. Provide strategic advice on trends in research funding 2. Enhance and improve opportunities for developing relationships within the Federal government and assist the University with objectives that include but are not limited to the following: a. Identify and target specific programs for funding based on the University’s strengths and existing relationships. b. Enhance opportunities for SCSU faculty to compete for federal funding within Executive Branch Agencies. Agencies shall include but are not limited to the following: National Science Foundation, Departments of Agriculture, Department of Commerce, Department of Education, Department of Transportation, and others deemed appropriate to the expertise of the faculty and research priorities). c. Provide strategic advice on trends in federal funding, especially federal research funding specific to federal agencies. d. Coordinate meetings between relevant federal officials and SCSU faculty and administrators to promote SCSU’s federal priorities. e. Consult with and approving the appropriate University officers and/or designee(s) regarding matters being considered by the Federal Government that may impact SCSU (specifically) or Institutions of Higher Education in general. f. Draft proposed legislation and/or requests deemed necessary to support SCSU’s mission and assist in securing suitable sponsors to introduce legislation. g. Assist with branding and imaging among the points of contact in Congress and the executive branch that influence funding, policies, and support for higher education. h. Raise South Carolina State University’s overall national profile. 1. Assist in creating a strong presence with the Executive Branch Agencies. 2. Identify opportunities to have SCSU faculty and administrators appointed to federal boards and commissions. 3. Create opportunities for SCSU administrators and faculty to provide expert testimony during Congressional hearings. Assist in creating a strong presence with Congress and the Department of Defense. 3. Monitor legislative, regulatory and grant program developments and report to the Executive Director of Governmental Affairs and Director of Federal Relations regarding these issues. 4. Provide general legal counsel. a. Utilize firm expertise to provide ethics compliance. b. Utilize firm resources to attend and contribute to political campaigns and events.
