Specifications include, but are not limited to: • Develop a robust multi-year strategy to scale production of affordable starter homes. • Identify and promote off-site and prefabricated construction methodologies to enhance efficiency and cost-effectiveness. • Evaluate existing in-state and out-of-state business operations to identify opportunities for collaboration and operational enhancements. • Integrate existing efforts to identify and secure underutilized or available land opportunities (e.g. Home and Hope and, BHI Land Acquisition), and other land use strategies to maximize the impact and reach. • Propose a pilot program to demonstrate the feasibility and scalability of recommended strategies. • Establish clear benchmarks and timelines for short-term successes and long-term sustainability.
