Specifications include, but are not limited to: 1. Brief Summary of Qualifications, identifying Key Personnel who will be part of the team providing services under the contract 2. Key Personnel must meet the following minimum qualifications. Bidder shall provide a resume or other supporting documentation to verify these qualifications. Failure to meet these qualifications may result in bid rejection: Minimum Requirements The Bid must comply with all minimum requirements and specifications described below. 1) Statement of Qualifications: Bidders must submit a Statement of Qualifications with their bid which will be evaluated on a pass/fail basis. The Statement of Qualifications (SOQ) must address the requirements outlined below. Bidders that do not demonstrate that they meet these minimum qualifications will not be considered for award. Each Bidder shall: • Describe the knowledge, experience, and training of the Proposer and Key Personnel who will provide services under the Contract, in accordance with Section 3; • Explain how the Key Personnel meet the minimum Personnel requirements listed below and provide resumes for the Key Personnel; • Include a project organization chart or list detailing the Key Personnel; • And include a Management Plan for the project. 2) Bidder Requirements: Bidder shall provide a plan that identifies the managerial effort, supporting staff, equipment, resources, and space that shall be committed to the timely and successful completion of the project. All crew and team members must meet the minimum requirements for the portion of the contract they are working. 3) Key Personnel Requirements: Bidders must provide an organizational chart or list demonstrating that their team includes all necessary specialists and for each role, describe how the Key Person meets or exceeds the minimum requirements listed below. Bidder must provide resumes for Key Persons, detailing their background, experience, education, accomplishments and expertise related to the specific work. If Proposer intends to utilize subcontractors to accomplish work under a resulting Contract, the Proposer must include a list of all subcontractors and include resumes for all subcontractor personnel who will provide services under the subcontract. AGENCY shall determine in its sole discretion if relevant experience may be substituted for degree requirements.
