The selected firm shall conduct analysis and planning assignments for the Office of Traffic Safety which may include, but not be limited to, conducting feasibility analyses, Road Safety Assessments (RSA's), Corridor Studies, and Traffic Design Projects. RSA's will follow the INDOT process; work elements may include: Crash data evaluation, conduct limited traffic counts as directed by OTS, preparation of collision diagrams and mapping, obtaining District provided location information including traffic count data, traffic signal timings and other related information, field investigation (coordinated with INDOT District and OTS Staff), analysis of crash statistics, capacity analysis for locations where congestion is identified by INDOT, input meetings with stakeholders to discuss preliminary recommendations, cost estimates associated with applicable countermeasures and final report to include short (near) term safety improvement proposals, and where appropriate, long (higher cost and development time) term traffic safety improvement proposals. In addition to individual intersection RSA's, road corridors may be assigned for safety and capacity studies as well under this contract and the consultant may be asked to provide general traffic safety and capacity assessments for general and systemic safety and operational improvement projects as assigned by the OTS. The consultant may be asked to do other traffic safety related duties as assigned by the OTS which may include Crash Data Cleaning or other unspecified duties as they arise during the duration of this contract. All On-Call contract services are on an as-needed basis and there is a possibility that no assignments will be made. The INDOT Project Manager and the Consultant will schedule the Scoping Meeting within two (2) weeks of the Notice of Selection. The selected consultant's fee proposal shall be due 15 days after the selection date for this RFP Item. The contract will utilize the INDOT eInvoice application.
