Specifications include, but are not limited to: (1) Field Delineation & Report • Field Delineation – Evaluate site conditions to determine the presence of jurisdictional wetlands or any other waters of the U.S. • Identify and flag wetland boundaries. Flags should be numbered sequentially and be in sufficient numbers to have a field survey performed later. • If wetlands are found or other waters of the U.S., provide aerial map and AutoCAD file with outlines projected in NAD83 SC state planes, international foot (SC83IF). • Prepare a written report in electronic (PDF) and hard copy format. The report shall at a minimum include: o Discussion of overall project and findings, including a brief overview of site conditions observed, o Maps and graphics showing wetland or waters of the U.S. locations; or o If no wetlands are present, a “No Wetlands” letter sufficient to satisfy the latest SCDES stormwater permit requirements. o Recommendations concerning the USACE JD Package. (2) USACE Jurisdictional Determination Package • A complete package to be presented to USACE requesting a Jurisdictional Determination (JD) on behalf of Darlington County. • Provide all materials requested by USACE. • Do not proceed with the JD package until specifically authorized to do so.
