Specifications include, but are not limited to: 1. Permit Types: Supports a full range of permit types used in local government, including but not limited to building, planning, engineering, public works, as well as all related inspection activities. The system should be capable of the following functionality at a minimum: • Ability to create a User To-Do list for the city intake staff, review staff, and inspectors. • Able to track audits and changes made by staff in real time. • Able to add notes inputted by staff justifying changes, and easily extract the complete note list. • Able to input number of hours a reviewer takes to review a submittal item. • Track administrative review for completeness prior to forwarding to applicable reviewers. • Have workflow steps/tasks prior to closing out a specific permit. • Flexible permit numbering system with annual reset capabilities. • Link permit to other related permit(s). • Calculate fees based on fixed amounts and formulas (i.e. project valuations) • System should be able to restrict specific file types. • The software should have the ability to link multiple permits together. • Ability to produce revision permits and tie to existing open permits. • System maintains all contractor information which tracks appropriate certifications and licenses and alerts their expiration as required for the type of contractor. • Track conditions associated within a given time frame with the ability to alert administration staff via email notification. • Critical path management between modules with ability to prevent certain activities and actions until others have occurred. • The city requires a solution that includes the ability to flag a property or parcel. • Date functionality that would alert customer and staff of the pending expiration of a permit. Able to produce an estimate of the fees that will be required for a permit prior to submission. 2. Staff Portal: A system that responds rapidly to customers by easily tracking the status and history of various and numerous permit processes. Easily generating both standard templates, and customized templates (e.g.,forms, letters) for the purpose of automated email notification generation, ; easily trackingpermits, and communications (to include an internal notes section); efficiently entering and extracting data; allowing for robust and flexible search, display, audit and alert capabilities; and providing on-demand and custom reporting, including internal performance metrics and regulatory reporting requirements (e.g., application dates, review periods, completeness dates and deadlines, appeal periods, time-tocomplete, etc.).
