Specifications include, but are not limited to: The JJIC requires a state-of-the-art JMS solution, all associated interfaces, implementation services and post “go-live” support. The objectives of this RFP are: 1. Procurement of an integrated JMS solution that: • Most closely meets the specified requirements for the JJIC, as outlined in Attachment A-1 of this RFP. • Scalable to meet the needs of a growing department. • Provides an appropriate level of availability, security, and reliability. • Is highly configurable, allowing the JJIC to meet current and future needs with a minimum of software customization. • Provides a high level of user satisfaction. • Positions the JJIC to take advantage of technology to improve departmental performance and efficiency. • Allows easy access to the data for report and query generation without the need for a vendor programming specialist. • Facilitates bi-directional integration with other applications. • Provides an Organization Change Management (OCM) Strategy and Plan, and the personnel resources needed to prepare JJIC for the organizational changes necessary to successfully implement the proposed JMS solution. 2. Enter into a business relationship with a respondent that: • Can demonstrate the technical and business acumen needed to deliver an integrated JMS solution. • Has a history of successful implementations of juvenile justice or correctional facilities management of a comparable sized project. • Has a long-term commitment to developing JMS technologies for criminal justice agencies. • Has long-term viability as a company. • Has qualified and experienced project staff to assign to the JJIC’s project for the duration of the entire project. • Commits to long-term customer support.
