Specifications include, but are not limited to: 1. Phase 1: Design and Development • Review the District’s current Revised Appendix D and Appendix A and recommend revisions to reflect the proposed SBE elements (Revised Appendix D and Appendix A documents are available for viewing at https://mwrd.org/affirmative-action); • Develop the elements of a program for SBEs that is race and gender- neutral, including but not limited to, criteria for setting aside contracts for bids or proposals solely by SBEs; criteria for eligibility and certification as an SBE and graduation from the program; size limits on SBE set aside contracts and the types of contracts to be included in the program; • Develop standards and processes whereby the Diversity Section will collaborate with the Department of Engineering to identify larger projects or work / services that can be segmented for the SBE program; • Develop standards and processes whereby the Diversity Section will collaborate with the Department of Maintenance and Operations to identify smaller projects that can be attributed to the SBE program; • Assist the District in developing procedures to implement and / or enhance SBE outreach and recruitment; • Review current methods for gathering and monitoring race and gender-neutral information on bidders and recommend improvements; • Review and evaluate the District’s current contractor database for appropriateness of captured information and make recommendations for improvements; • Develop a program application for review of prospective firms for the purpose of determining eligibility for participation in the SBE program; 2.
