Specifications include, but are not limited to: a) Provide a privately owned fiber optic communication network comprising conduit, fiber optic cable, junction boxes, and ancillary equipment as defined in Appendix B. Such a network will allow high-speed communication access to all the residential and commercial facilities in the City with multiple carrier choices for the consumer. This will be referred to as a multi-carrier network. b) The Private Fiber-to-the-Premises (FTTP) Network shall be designed, constructed, deployed, operated, maintained, supported, and upgraded at no cost to the City; c) On-going management, marketing, and leasing of the Private FTTP Network to providers and users at no cost to the City; d) The City prefers that the proposer provide a separate network at no cost to the City, which consists of a single six-inch multi-duct conduit and a single 144 strand single, mode fiber optic cable with ancillary communication equipment (“City Network”) to meet the City’s needs as identified in the Citywide Fiber Master Plan developed by the selected qualified firm; and e) As an option, proposals may include “Smart City” solutions on City-owned assets such as streetlight poles or City-owned buildings, as a Pilot Project in the Westgate Entertainment District, or improvements to an underserved neighborhood within the City at no cost to the City. f) Wastewater pipes cannot be used as conduits or routing for fiber optic cables. g) Fiber optic cable installation paths shall be no closer than 2 ft vertical and 2 ft horizontal from existing water or wastewater pipes.
