Specifications include, but are not limited to: Hawai’i Emergency Management Agency is seeking to procure a 21-day ready food supply that adheres to the following minimum requirements: 1. Shelf-stable: Must be able to be stored for 25-30 years. 2. Freeze-dried: The process of freeze-drying food preserves more nutrients than other preservation methods, thereby improving the quality of nutrition given to the SEOC staff. 3. Individual use: Each meal pack/pouch should represent one meal for one person, thus reducing the possibility for human error in serving size. 4. Self-contained: Packs should be able to be prepared without cookware. 5. Adaptable rehydrating methods: Packs should be able to be prepared with hot or cold water in case of loss of power. 6. Variety: These meals will be used for breakfast, lunch, and dinner. 7. Dietary Options: They should include options such as gluten-free or vegetarian/vegan. 8. Calorie-dense: Meals should be able to provide each person around 1,800 calories per day.
